What happens when you type the < symbol in the Design panel window?

The wide horizontal ruler is anything with size 10 or so. 21 and 33 and 14 are definitely quite wide, compared to the default size width = 1, right? <HR NOSHADE SIZE=14> is the HTML to create the three horizontal rulers on this page.
